Step 1: Preheat the Oven
Preheat your oven to 350°F (175°C). Lightly grease a 9×5-inch loaf pan and set it aside.

Step 2: Mix the Meatloaf
In a large bowl, gently combine the ground beef, breadcrumbs, onion, green bell pepper, eggs, milk, Worcestershire sauce, salt, pepper, and garlic powder. Use your hands to mix just until everything is incorporated—avoid overmixing to keep the loaf tender.

Step 3: Form the Loaf
Transfer the mixture into the prepared loaf pan. Press it in evenly but don’t compact it too tightly.

Step 4: Prepare the Glaze
Whisk together the ketchup, brown sugar, and mustard in a small bowl. Spread the glaze over the top of the meatloaf.

Step 5: Bake
Bake for about 1 hour, or until the internal temperature reaches 160°F (71°C). Let the meatloaf rest for 10 minutes before slicing to lock in the juices.
